Sadly there isn't enough consumer protection rights. The authorities should have thoroughly examined their business practices and implemented the licensing scheme much earlier when these bike sharing firms barged in and dumped all their bicycles.

Agreed. In the past there was no such thing as "bike sharing" in Singapore (at least nation-wide). Now when there is an influx of foreign companies offering this, it is too late for governing authorities to set up laws to eliminate these loopholes.
